Gov. Hickenlooper Appoints Kim Bimestefer As Executive Director Of Colorado’s Department Of Health Care Policy & Financing

Posted: Jan. 2, 2018

DENVER —  Gov. John Hickenlooper announced today that Kim Bimestefer will be the next executive director of the Colorado Department of Health Care Policy & Financing. Health Care Policy & Financing administers Health First Colorado (Colorado’s Medicaid Program) and the Child Health Plan Plus as well as a variety of other programs serving more than 1.3 million Coloradans.

“Kim is an experienced health care leader and innovator,” said Gov. John Hickenlooper. “We are fortunate to have someone with Kim’s tenure of leading health care organizations join our team.”

Bimestefer most recently ran her own consulting company, helping organizations navigate the many changes facing the health care industry. She was president and general manager of Cigna Mountain States and chair of Cigna Healthcare of Colorado from 2012-2016. Bimestefer also founded and then spent 10 years as president and general manager for Cigna’s Taft-Hartley & Federal Business Segment. She began her health care career at a nonprofit insurance company in 1988, rising to a board-appointed officer overseeing about half the company’s membership and revenue.

“I look forward to collaborating with the health care industry and being part of an incredible team that is passionate about serving Colorado’s most vulnerable citizens and committed to improving the health of Colorado,” said Kim Bimestefer.

Bimestefer has been active in the Colorado Forum, Colorado Concern, and the Colorado Women’s Chamber. She served on many boards including the Colorado Association of Health Plans, the Metro Denver Economic Development Corporation, the American Heart Association, and the Precious Child Advisory Board. She also has chaired several community events, such as the American Cancer Society’s CEOs against Cancer.

She earned her bachelor’s degree from Towson State University and her MBA from Loyola College of Maryland.

Bimestefer’s appointment is effective Jan. 8, 2018.
